MUGA access

MUGA USE
Following the Annual Parish meeting the Parish Council have listened to the requests of the residents of Maiden Newton and will be opening the MUGA from 1st to 31st August on a trial basis.
Please see the notice below:
The MUGA has been locked and only open on a booking and pay for basis for several years.
This was to create a revenue to pay for maintenance on the facility due to the vandalism in the area which came at a huge cost to the Parish Council which in turn affects the council taxpayer.
Following the Annual Parish meeting on 1st July 2021 and the strength of feeling amongst the village on the open access to the MUGA the Parish Council have agreed to open the MUGA to the community from 1st to 31st August initially on a trial period to see how this goes and to monitor the usage.
As part of this opening up of the facility we ask that those who use it take care with the surface and not use it for skateboards, roller skates or bicycles as this will damage the surface also no smoking, BBQ’s, fires or alcohol in the MUGA.
If you wish to use the facility in the evening and require lights, there is a code to access the electric meter in the MUGA Hut.
The Parish Council would like the community to form a “Friends of the MUGA” who would be willing to help with fund raising, cleaning, and to carry out minor repairs to the facility in the future as there will be no revenue with the facility open to all users.

DAPTC Star award

The Dorset Association of Parish and Town Councils (DAPTC) is proud to announce that Maiden Newton Parish
Council has continued to develop and train their employees and councillors during the last 12 months.

All councils in DAPTC’s membership are eligible to receive the annual Star Award which demonstrates a council’s
commitment to delivering the best service possible to their community by enhancing councillors’ knowledge of council processes and keeping up to date with current legislation in the sector. A single star certificate reflects 30 and 59% of individual councillors attending DAPTC’s training and events, a double star certificate is awarded for between 60 and 89% and a triple star certificate for over 90%.

Maiden Newton Parish Council has consistently achieved this, having received three Star Awards over the past four years.

TRANSPORT NEWS APRIL 2021
Easter holidays for Dorset Schools are from Friday 2 April until Friday 16 April.

BUSES

The Maiden Newton Ring and Ride service (01305 228965), run by Dorset Council’s passenger services, to Dorchester on Tuesdays and Thursdays is still running during lockdown. Due to Covid restrictions on the number of passengers, there may have to be two buses on the service. The first bus leaves Maiden Newton Old School at 1000, returning from Trinity Street at 1300 and the second at 10.45 returning at 1345. Ring before 15.00 on Monday or Wednesday to book and to learn of the bus service to which you have been allocated. These buses will start from Cattistock Square by request at booking. Fares £2.50 single £5 return.

Dorset Community Transport (01258 287980), a private company, also offer 2 services from Maiden Newton each week and a third twice a month. To use any of these services you must be registered with the Company and then book your seat, and arrange your pick up point, before 1430 on the day before you want to travel. Each adult return fare is £6 on all 3 services. DCT now accepts the national concessionary bus passes.
Every Wednesday to Dorchester The bus, from Broadwindsor to Dorchester, passes through Maiden Newton about 10.00. The return service leaves Trinity Street at 13.20. Ring by 14.30 on Tuesdays to book your seat and confirm your pick up point.

Thursdays 8 and 22 April to Yeovil The bus leaves the Dorchester Road stop at 09.32, a the War Memorial at 09.34 and Cattistock at 9.39. The drop off point is close to M&S and the return service leaves from the same place at 12.30. Book by 14.30 on Wednesday and confirm your pick up point. Pickups can be arranged at Frome St Quintin or Evershot.

Every Friday to Bridport The bus leaves the War Memorial at 09.15 and the return service leaves Bridport about 12.30. Book by 14.30 on Thursdays and confirm your pick up point.

Community Governance review

Introduction

During the last few months, the Council has received a number of queries from parish councils asking how they can change their governance arrangements, all of which can be considered as part of a Community Governance Review (CGR).

The areas that CGRs cover are:

Creating, merging, altering or abolishing parishes (grouping or de-grouping parishes)
Increasing or decreasing the number of Councillors
Creating ward boundaries or changing existing Warding arrangements
Changes to Parish names
Correcting minor boundary anomalies.
Changing a parish council into a parish meeting

The Process

The responsibility of undertaking CGRs falls to the principal council (Dorset Council in this case) and can be triggered in a number of ways including a request from a parish, a community petition or, as in this case, at the principal council’s volition. As a principal council, we are required to undertake a review of governance arrangements of all parishes every 10-15 years, and as a number of tentative enquiries have been made, now seems the right time to carry out a council-wide review. The various predecessor councils had undertaken reviews but, for some, this was many years ago so now seems the right time to undertake this piece of work.

The legislation that covers CGRs requires any Review to be completed within 12 months of Dorset Council publishing its Terms of Reference which is the document that sets the process running. It’s a very tight timescale so we wanted to put you on notice that we propose to “formally” start this piece of work in July this year. Please note, any changes to governance arrangements agreed as part of the Review cannot take effect until the next scheduled elections in May 2024.

The process that Dorset Council will follow will be:

Publication of Terms of reference that sets out what will be covered – in this case it will be a review of all parishes that sit within the Dorset Council area (July 2021).

Public consultation for 12 weeks seeking proposals/initial submissions.(5 August to 28 October 2021)

Consideration of consultation responses and preparation of draft recommendations. (to be agreed at Full Council – December 2021)

Public consultation on draft recommendations. (20 December 2021 – 28 February 2022)

Consideration of further responses and then publication of final recommendations. (to be agreed at Full Council – April 2022)

Considerations

When preparing any submissions, we recommend that you take into account the considerations that Dorset Council will need to apply that are set out in the LGBCE Guidance – a link to the Guidance can be found here. The considerations include:

The need to secure that community governance within the area under review:
– reflects the identities and interests of the community in that area.

– is effective and convenient.

The impact of community governance arrangements on community cohesion and the size, population and boundaries of a local community or parish.
The impact on electorate size of future development within the next 5 years.

We will be able to assist by providing street lists with elector numbers and we will also be able to provide figures for projected future developments. We are currently looking at options for mapping facilities and will advise in due course if we are able to provide any assistance with this.

Any changes will be set out in a Reorganisation Order – the Order will include a detailed map of any boundary changes with any changes taking effect at the next scheduled elections ie May 2024.

Obviously, if your parish is content that the governance arrangements are working well then you do not need to make any submission.

What we are recommending to Parishes prior to the formal start of the process:

Whilst the process will not start formally until July, we recommend that parish councils start talking with their parish at an early stage. Whilst the 12 week consultation period may sounds like a long time, this will pass very quickly.

It is important that any submissions you make to the Council must achieve electoral equality – ie each Councillor will represent roughly the same number of electors.

If parishes are proposing changes, we will ask that you provide information about how this will ensure community cohesion eg what are the links within the community that leads you to recommend that certain areas should be linked together eg in the same ward or parish.

If parishes are seeking a change to the boundaries of the parish, we suggest that they start talking to the other parishes affected. Decisions are much more straight forward if there is community agreement.

I would ask that queries are kept to a minimum between March and 11 May as the Team will be busy administering the Police and Crime Commission election, and a number of parish by-elections and Neighbourhood Plan referenda, but will be happy to help outside of this period. If, in the unlikely event that the May election should be postponed, I will write to you all again with a revised timetable once we are in a position to produce this.

South Wessex Community Rail Partnership

The Parish Council are looking for a volunteer from the community to sit on the board of the South Wessex Community Rail partnership with Sally Falkingham, please contact Sally or the clerk for more information.

Planting projects in the village
The PC will be planting 2 new Silver Birch Trees on the Green as one has already died and the other is rotten.

The grassed verge on Dorchester Road is to be planted with wildflowers this season, it may look a little untidy for a while after the ground is prepared but it will be lovely to see the wildflowers growing year on year in this area.

Meetings
The Parish Council met on the 4th March 21 via zoom, draft minutes can be found on the Parish Council website. The next meeting will be Annual Parish Council meeting on 6th May via zoom. We hope to move to face to face meetings again as soon as the social distance rules allow.

Later this year the Parish Council will be considering a Community Governance Review organised by Dorset Council, the community will be consulted on this review which can consider parish boundaries, numbers of Councillors in office, forming of parish councils and forming grouped parish councils.
